JOB DESCRIPTION

Summary

The Maintenance & Engineering Manager is responsible for developing, maintaining and continually improving a world-class maintenance management system that covers the HSES, legal and corporate compliances on all the maintenance activities during the operation and turnaround phases.  He/She is responsible also for coaching and developing the team on both technical and soft skills in a planned and continual manner.

Responsibilities

• Planning and managing the maintenance activities on the site in a safe and effective manner.
• Owner of maintenance Cost Center, which includes budgeting and managing cost effectively against plan and budget. 
• Work closely with HSES, the Production department and the Engineering department to ensure all the facilities in the plant is in compliance with the legal and corporate requirements from a maintenance context.
• Ownership over the FMSB site maintenance system, such as SAP Maintenance Module.
• Ensure an effective communication system is established for short- and long-term maintenance plans with the Production department on a daily, weekly, and longer-term basis, such as plant Turnaround Shutdown planning.
• Lead maintenance departments on the effective execution of QMS (ISO-9001); HSEMS (ISO-14001; OSHAS18001), Responsible Care; cGMP, etc are well defined, communicated and executed.
• Responsible for all training and development activities for all personnel within the department.
• Share the responsibility with Production and Engineering to achieve the plants’ reliability goals (OEE; RFT; Operation Incidents etc KPI).
• Ensure contractors engaged by the department deliver their duty in safe, reliable, and effective manners.
• Ensure world-class maintenance practices such as using RCA for root cause investigation etc.
• Work closely with Procurement to ensure spare parts management system is in place to support plant on stream reliability.
• Responsible for capital projects management (GCPC) for FMSB, including budgeting, planning, execution, project documentation, and managing the capital costs as per the approved yearly plan and 5-year capital plan.
• Take ownership of the site automation systems, including all the DCS, SIS, and PLC on site.
• Perform feasibility studies (Design, engineering, cost analysis) for plant process modification and redesign and improvement/optimization projects.
• Work closely with production and other departments to develop and execute plant optimization and cost-saving projects.
• Provide process safety technical services such as PHA, Facility Siting, PSRC and other process safety-related services.
