JOB DESCRIPTION
Overall Job Responsibility
- Manage all compensation and benefits matters, maintain computerized information system, implementation and
- Monitor employee benefits, manage Human Resource Planning, recruitment and selection, and assisting in developing, implementing, enforcing and reviewing Human Resource Policies and procedures.
- Manage all training and development matters, industrial relation matters.
- Manage all related governmental department.
- Responsible for office maintenance and housekeeping; office security and alarm system.
- Assigned as Safety & Health Chairman
Compensation and Benefits
- Prepare monthly payroll for employees for level 5 until level 2. Obtain authorization for release of payroll from the Finance and General Manager.
- Provide payroll information to Finance Department.
- Prepare monthly pay slips, bank advice, Income Tax, KWSP, Socso and Annual EA form.
- Maintain and update staff information system.
- Responsible for records inclusive of filing personnel files (except for Level 1), payroll files and administration of insurance (staff related).
- Maintain Maternity Register.
- Process leave applications
Industrial Relations
- Handle disciplinary matters, including the issuance of show cause letter, verbal/written warning letters, the arrangement of Domestic Inquiry, issuance of dismissal letter, assist in the arrangement of retrenchment exercises, liaison with relevant authorities on industrial relation issues.
Training and Development
- Handle level 1.1 and above orientation program.
- Handles performance appraisal for level 2 and above.
- Responsible for development and implementation of Annual Training Plan.
- Conduct Training Needs Analysis and source for suitable training programs.
- Organizing in-house training.
- Responsible for the administration and safekeeping of training materials.
- Responsible for monitoring of HRDF grants.
Human Resource Planning, Recruitment and Selection
- Prepare all Human Resource administration document related to employment, confirmation, resignation, transfer, secondments, internal promotion, termination etc.
- Liaise with the labour department pertaining to labour matters.
- Liaise and coordinate with the heads of departments/divisions on manpower requirements.
- Sourcing of candidates via internet/ newspaper/ head hunting etc.
- Screening of candidates salary range and expected.
- Compile statistical data on recruitments, resignation, transfer, promotion, turnover rates etc.
- Candidates' background check for level 2 and above employees
Human Resource Policies and Procedures
- Assist in the development of Human Resource Planning, Recruitment and Selection, Training and Development, Compensation and Benefits, Industrial Relations and Employee welfare and recreation.
- Assist in implementation/enforcing/ review of Human Resource Policies and Procedures.
- Assist in communication to employees on changes or revision to Human Resource Policies and Procedure.
Office Maintenance and Housekeeping
- Responsible for maintenance and general housekeeping of office area, furniture, equipment (lighting and fixtures, plumbing, office-cleaning, etc.)
- Responsible for safekeeping of office keys and attendance TMS system records.
- Any other duties or responsibilities assigned by superior from time to time.
Immigresen & KHDN for Applications of New Foreign Workers
- Prepare all document and register at Labour Office to get approval for the recruitment of Foreign Workers.
- Represent the Director to have an interview at Kementerian Dalam Negeri for the application for foreign workers.
- Submit all related documents to FWCMS for the application of calling visa.
- Prepare Notary Public's and Commissioner for Oath's documents to the Foreign Embassy.
- Prepare Commissioner for Oath's documents and the translated approvals of KHDN at the High Court in Putrajaya and Wisma Putrajaya.
Scope of Authority
- Approval of subordinates' leave applications
- Liaison with government authorities or statutory bodies, including, KWSP, IRB, PERKESO, MIDA, MITI, MPPP, KHDN, Wims Putra etc.
- To call for a board of enquiry for employee-related matters.
- To decide on the issuance of warning letters.
- To decide on replacement holidays for public holidays.
- To decide the overtime arrangement
- Authorize medical chits and gate passes.
- Authorize the KWSP 3(AHL) form.
- Supervise the Administrative and Production workers' dormitories.
Security & Alarm System
- Monitoring security guards work performance and CCTV system
