JOB DESCRIPTION

Responsibilities (Obligation to ensure that the action is taken):

1. Facilitate or lead Process Hazard Analysis studies, including HAZOP and HAZID studies. Also accountable in preparing the study report.

2. Facilitate or lead Hazards & Effects Register (HER) Review Workshop and Manual of Permitted Operations (MOPO) Review Workshop.

3. Facilitate or lead Technical Review Workshop, Need Assessment Workshop for development of Process Safety Management Operating Procedures (OP)

4. Lead Quantitative Risk Assessment (QRA), Escape, Evacuation and Rescue Analysis (EERA) and Emergency Systems Survivability Assessment (ESSA), and Temporary Refuge Impairment Analysis (TRIA) studies and write respective reports.

5. Carry out hazard identification, frequency analysis, consequence analysis and risk assessment as part of a Quantitative Risk Assessment (QRA).

6. Carry out Emergency Systems Survivability Analysis (ESSA), Escape Evacuation and Rescue Analysis (EERA) and Temporary Refuge Impairment Analysis (TRIA)

7. Write and compile various sections of the HSE Case including Hazards & Effects Register (HER), Critical Activities Catalogue, Manual of Permitted Operations (MOPO), Description of Operations and HSE Management System.

8. Conduct Operating Procedures (OP) development, which involves interviews, site verification and technical verification

9. Develop procedures and guidelines related to HSE

10. Perform the tasks of a senior project engineer such as drafting project proposals and reporting project status

Accountabilities (Answerable to a particular activity/action to a particular entity):

1. To adhere to Company’s Code of Ethics at all times.

2. Form good working relationships with team member and Client.

3. Manage and lead project team

4. Deliver high quality of work as per Client and company expectation.

5. Work closely with Principal Engineer to ensure project targets are met.

Authorities (Right to make decision or take an action):

 As the primary client contact to work under own initiative and to seek clarifications where necessary from Principal Engineer / Head of Department.

Requirements:

Education: Degree or Higher in Engineering

Language: Fluent in English & Malay

Computer: Proficient in MS Office (Word, Excel, Power Point) & other assigned software for work (ex: Phast-Risk, FRED, EFFECTS / RISKCURVES, Bowtie-XP)

Working experience: As above.

Others :

 Knowledge and skills in carrying out consequence modelling and risk assessment

 Knowledge in various tools for hazard identification and risk analysis, such as HAZID, HAZOP, FMEA, SIL/IPF Analysis and QRA.

 Knowledge in HSE Management System (HSEMS)

 Knowledge in Process Safety Management (PSM).

 Knowledge in statutory legislations related to oil and gas business in Malaysia, including Factory & Machineries Act (FMA), Environmental Quality Act (EQA) and Occupational Safety and Health Act (OSHA)

 Knowledge in technical standards related to safety (such as PTS, API, NFPA, OHSAS)

 Good communication skills

 A team player

 Strong ethics and integrity

 Strong knowledge in oil and gas market, willing to share knowledge

 Work requires local and overseas travel and may require evening and weekend work

 Work requires willingness to work at flexible schedule
