JOB DESCRIPTION
Job Summary
To formulate and implement the Bank’s overall funding strategies and to strive to exceed or meet revenue and profitability targets of the Bank, perform Treasury function and providing business support functions for Business Banking, Trade Finance, all the branches and other business units by providing overall bank funding support, overall short-term and long-term liquidity position and marketing call business support coupled with adherence to the Bank’s financial performance internal ratios requirement, monitoring and control, dealings in all Treasury products with counterparty banks and customers in accordance with regulations, policies, guidelines and limits as set by the Bank, governing bodies and regulatory authority.
TREASURY FINANCIAL PERFORMANCE AND BUSINESS DEVELOPMENT ROLES
· Proactively identify new business related opportunity and achieve business target by maintaining and developing relationship with the existing/new corporate customers in order to win business.
· Responsible for generation financial performance profitability in terms of trading income, non-operating income and net interest margin for the bank.
· Responsible for providing sound recommendations to Board of Directors/Management Committee for cost-effective operations and the managing the financial performance ratios such as Return on Assets (ROA).
· Business planning and implementation in line with the overall development strategy and responding to market and economic opportunities in accordance with the overall Bank’s corporate strategy.
· Evaluate and prepare feasibility/market study to determine viability of business proposals for management approval.
· Ensures the implementation adheres to the internal requirement, overall bank requirement, regulatory authority and statutory requirement which are of a high standard.
· Leading a qualified licensed professional, efficient and productive management group and ensuring the team work towards achieving company corporate strategy and objectives as well as business targets.
· Develop new treasury products such as IRS, CCIRS to support Business units and square-off position with interbank counterparties.
SALES & MARKETING BUSINESS SUPPORT ROLES
· Responsible for the sales and marketing strategies and developing plans, budgets, advertising and promotion programme of business and treasury products to ensure achievement of trading income and non-operating income.
· Responsible to lead, motivate and manage the sales and marketing workforce directly supervised in line with the Bank’s corporate strategy to build diversification of deposit base and to increase trading income as well as non-operating income.
· Liaising with governmental authorities, financial institutions, BNM regulators and Securities Commission regulators.
· Provide continuous business support in terms of marketing call support and Treasury product support for Business Banking, Trading Finance, all branches and other business units of the bank.
LIQUIDITY & FUNDING ROLES
· Responsible for the adherence with the strict Board of Directors/RMC/Management Committee corporate governance internal requirements, comply with the financial liquidity ratio limits and observe the ALCO directive to ensure sufficient, adequate and diversified source of funding with ample liquidity to cater for short-term and long-term liquidity requirements.
· To provide continuous funding support for Business Banking corporate load requirements, all the branches and other business units of the bank.
· To ensure all financial liquidity ratios are properly managed and complied including new directive from Basel III requirement for Liquidity Coverage Ratio are adhere with.
· To meet with the Bank’s overall performance evaluation KPI for balance sheet management i.e. average deposit outstanding as well as operational efficiency i.e. total average deposits per total staff in accordance with the Bank’s overall corporate strategy.
Qualifications
a) Education:
Honours Master Degree holder in Business Administration, Finance, Accounting, Economics, Law, related field/professional qualifications such as CIMA, ACCA, CFA, CPA, CFP etc.
b) Experience:
At least 15 years of relevant experience in the Treasury Department. Experience in credit as well as finance will be an added value.
c) Knowledge and Skills:
· Extensive knowledge of foreign exchange and money markets instruments and sound understanding of derivative products.
· Possesses high integrity and strong communication, analytical, marketing and negotiation skills.
· Ability to work, make decision and resolve issues quickly and accurately under pressure and be an effective communicator.
· Sound understanding of general banking and in other banking related areas.

This results focus keeps thing on track and reduces the scope for distractions.

Ensuring delivery of consistent high quality services to customers and meeting objectives set by the organization using available resources allocated while maintaining operational risk to an accepted level.
· Communication:- Successful communicator in 3 areas. Capable and effective speakers and can put their points forward clearly. Effective in getting message across in writing whether it is an email or report. Finally, as an effective listeners to all related views, feedbacks and comments and providing two way communication.
Mandatory Licenses/Certifications:
a. Passed Pasaran Kewangan Malaysia Certificate Module 1,2,3 & 4,
b. Passed Securities Industry Development Corporation (SIDC) Examination Module 6 & 7 or Attended Investors Protection Familiarization Training Program (optional),
c. Continuous training for 20 CPE/SIDC points per year requirements.
d. To attend and pass Compliance Department yearly Customer Due Diligence examination.
