JOB DESCRIPTION
Job Purpose
To lead and manage the procurement function for the malls, ensuring effective sourcing, cost efficiency, quality control, and compliance in all procurement-related activities—including operational, capital expenditure (CAPEX), and tenant-related works.
Key Responsibilities
1. Procurement Strategy & Planning
- Develop and implement procurement strategies that align with the mall’s operational and financial goals.
- Forecast procurement needs for mall operations, marketing, tenancy fit-out works, and maintenance.
2. Sourcing & Vendor Management
- Identify, evaluate, and onboard suitable suppliers, contractors, and service providers.
- Negotiate contracts, pricing, and service level agreements to ensure value for money.
- Monitor vendor performance, conduct evaluations, and manage vendor relationships.
3. Tender & Quotation Process
- Lead Request for Quotation (RFQ), Request for Proposal (RFP), and tender processes in compliance with company SOPs.
- Ensure fair evaluation, documentation, and approval in line with governance standards.
4. Cost & Budget Control
- Monitor procurement budgets and ensure purchases are within approved limits.
- Drive cost-saving initiatives and value engineering where applicable.
5. Compliance & Risk Management
- Ensure adherence to internal control policies, ISO procedures, procurement SOPs, and statutory regulations.
- Mitigate procurement risks by enforcing due diligence and audit trails.
6. Project Procurement
- Support tenancy fit-out, renovation, asset replacement, and CAPEX projects by sourcing relevant vendors and materials.
- Liaise with Design, Fit-Out, M&E, and Operations teams on project timelines and delivery schedules.
7. System & Documentation
- Maintain proper procurement records, including PO issuance, vendor registration, delivery tracking, and payment processing.
- Utilize ERP or e-procurement systems to enhance efficiency and visibility.
8. Stakeholder Engagement
- Work closely with Mall Management, Finance and Group Procurement on major procurements and contract matters.
- Support cross-functional initiatives such as ESG sourcing, digital procurement, and sustainability.
Qualifications & Requirements
- Bachelor’s Degree in Supply Chain Management, Business Administration, or related field.
- Minimum 6–8 years’ relevant experience, preferably in retail, mall, construction, or property-related procurement.
- Familiar with procurement processes, vendor management, and contract negotiation.
- Strong commercial acumen, cost control mindset, and ethical standards.
- Good interpersonal, communication, and stakeholder management skills.
- Ability to multitask, work under pressure, and meet deadlines.
Added Advantage
- Experience handling procurement in a mall or retail development environment.
- Knowledge of tenancy works, mall operational supplies, and local statutory procurement compliance.
- Exposure to green procurement or ESG-compliant sourcing.
