JOB DESCRIPTION

Job Objective

The incumbent is responsible for the full spectrum of Human Resource Management, such as: local union handling, resource planning and recruitment; regulatory compliance; training; managing a variety of employee relation issues at any one time and being the first point of contact for all employee related issues.  The incumbent shall also oversee staff performance evaluation and appraisal, salary review process, regulatory compliance, payroll and all compensation and benefits issues. 

Responsible for standardizing and harmonizing the overall HR policy and procedures in line with the Group Policy and other BUs in Asia Pacific.

Job Responsibilities

  • To manage the overall Human Resources functions and general affairs matters of the company.
  • To manage and ensure timely reporting compliance under the local laws and regulations.
  • Develop, review and implement/ update policies, guidelines and procedures for overall Human Resources functions in accordance with the Group Policy.
  • Facilitate the performance management reviews and accountable for the performance management process
  • Plans, recommends, and promotes personnel policies and programs which support company objectives. Formulates, in collaboration with senior management, the personnel policies of the company. Educates and informs managers and supervisors of personnel policies and procedures. Counsels management and employees on disciplinary actions and performance problems.
  • Recommends and develops the company's overall compensation program, including salary administration and benefits programs. Ensures that compensation policies and practices conform to country or countries governmental statutory standards and guidelines. Keeps informed of new trends and developments in alternative methods of compensation and changes in tax law or any statutory movement.
  • Design and administer wage and salary programs to provide competitive cost effective compensation plans by collecting and analysing survey data to support changes in policy, practice and rates of pay for all personnel levels.
  • Develop, implement and manage company benefits programs in consultation with senior management to provide company with appropriate cost-effective measurements.
  • Ensure manpower planning are aligned with the Company objectives. Proper and timely recruitment activities are in place.
  • Organize and conduct new employee induction programme and constantly find ways to improve the current process.
  • Provide counsel/advice and guidance to staff and supervision on legal and regulated matters to assure the company complies with various regulatory agencies and guidelines.
  • To implement effective human resources development programmes through training, career development programme and employee welfare activities
  • Deal with employee relations, in particular, staff discipline and grievances, to support the organization’s philosophy and culture of striving for excellence.
  • To act on staff grievances and disciplinary issues in compliance with the regulated law of the country or countries.
  • Provide day to day advice to the line Managers on all human resource related issues.
  • Negotiates contracts with various insurance carriers in order to obtain cost-effective, maximum coverage for employees.
  • Ensures the integrity of the human resources information system database. Ensures security of employees' personnel files and other personnel information.
  • Ensure compliance and accuracy of monthly payroll, maintenance of the human resource information system (HRIS), reporting, etc. 
  • Performs other related duties as assigned.

Job Requirements

Education:

Bachelor's Degree/Diploma in Human Resource Management or other equivalent fields

Skills & Experience:

5-8 years of working experiences in general human resources management with a specialization in HR policies and procedures implementation and setup.

Five or more years of progressively more responsible related work experience including three to five years in a managerial/supervisory capacity necessary in order to gain essential management skills to direct a professional and administrative work group.

Excellent planning, organizational and analytical skills.

Effective oral and written communication skills

English, Tagalog
